Job Order Contracting is a procurement method where a contract is awarded based on the contractor’s past performance, capabilities, and price. The two most unique aspects of Job Order Contracting are the methods used for pricing and work order award.
Job Order Contracts are priced by applying a coefficient to items of work listed in an industry standard price book. The two most common price books are the R.S. Means Catalog and the Gordian Group’s Construction Task Catalog. Basic IDIQ has experience with both of these price books.

Job Order Contracting is used by many clients who have significant facilities infrastructure. Job Order Contracting is used broadly by the Federal Government, state governments, universities and community colleges, hospital systems, K-12 school districts, city, county and municipal governments.
Job Order Contracting principles can also apply to private clients who need fast cycle time turnkey facility solutions delivered at predictable prices. Private sector sourcing methods offer more flexibility than highly regulate public sector procurement. This enables quick implementation of Job Order Contracting programs for private sector clients.

Job Order Contracting significantly reduces the time and cost required to execute a project. Once a Job Order Contract is in place, individual delivery orders (a.k.a. work orders) are issued that can be executed immediately. The key enablers of a successful Job Order Contracting program are a robust process to select contractors and the use of pre-agreed pricing that combines industry standard price information (e.g., a price book) and a contractor’s pricing coefficient.

Job Order Contracting is authorized by the Federal Acquisition Regulations and the relevant procurement codes in Texas, New Mexico, and many other states.

Any public institution can partner with Basic IDIQ for Job Order Contracting by executing an inter-local agreement with a holder of one of our existing contracts. For example, in Texas, many public entities execute an inter-local agreement with Harris County Department of Education to use their Job Order Contract with Basic IDIQ.

Maintaining a safe job site is essential to our business. Our management team is dedicated to providing continuing education in job safety best practices. We track job safety and promote safety programs that emphasize adhering to construction industry safety standards and reducing hazards on the job site.

Safety Training & Certification

We increase job site safety by employing OSHA certified personnel. Our goal is to provide a safe work environment so that employees and subcontractors can perform their work efficiently and return home safely. We hire educated construction professionals who share our commitment to job safety. In addition, on-going job safety training is offered to employees and subcontractors.

The Basic IDIQ Project Life Cycle includes three main phases:

• Development
• Delivery
• Warranty / Service
• Development Phase

In the Development Phase, a customer identifies a need. Basic IDIQ will perform an initial site visit to evaluate the need and develop a preliminary scope of work. The customer then reviews the preliminary scope of work and clarifies details. Basic IDIQ then finalizes the scope of work and develops a preliminary estimate. We submit an initial proposal to the customer, which includes data, a progress schedule and schedule of values. The customer reviews the initial proposal and schedules a negotiation meeting, if needed. Basic IDIQ then issues a final proposal, which includes the Scope of Work, Final Project Schedule and Schedule of Values. The customer chooses the purchasing cooperative available and issues a purchase order to begin work.

Scope of Work

A Scope of Work must be developed that clearly defines the requirements of a project to ensure the expectations of both the customer and contractor are met. The Scope of Work may be developed by either the customer or the contractor as the situation warrants. The Scope of Work should include a detailed description of work, reference to drawings/specifications as applicable, as well as any special considerations.

Deliver Phase

There are three stages in the Delivery Phase:

In the Project Initialization, we mobilize our team of construction professionals, conduct project planning, commission subcontracts and develop engineering designs to submit to the customer.

Procurement & Installation

The Procurement & Installation stage includes sourcing materials and equipment indicated in the final scope of work. A short lead time is needed for off-the-shelf items, however, certain equipment may require a longer lead time to procure. During installation, we indentify features of work and complete all tasks, adhering to the specifications outlined in the engineering designs.

Project Closeout

Once the job is completed, our team provides on-site training. We demobilize the team and provide detailed documentation to the customer.

The project warranty is typically one year from final acceptance. Some systems and equipment may have extended warranties, and these are provided to the customer as applicable. Expert training and service are also part of the Basic IDIQ commitment to Customer Service Excellence.
